The minutes of the last meeting were approved.

"MAUUCI'S WIISLITKO

The Chairman reported that with regard to the Uganda Social Welfare Resort for 1949 (RSC 36/50) the question of responsibility for adult education, evening continuation classes and mass education had been discussed at the last meeting of the Mass Education (Community Development) Committee This Committee had considered that this work was properly the responsibility of the Education authorities and this comment would be sent out t government by the Advisory Committee on Education in the Colonies when commenting on the Report of the Education Department.

With regard to the Sub-Committee's detailed comments on the Uganda Report it was decided that letter enclosing an extract from the minutes of the last meeting should be sent semi-officially to the Chicf Secretary suggesting that certain points should be discussed with Mr. Chinn on his arrival in the territory.

With regard to the Konya Welfare Report for 1949 (RSC 39/50) it was considered that in view of the many recent changes among which

figured the appointment of Mr. T. Askwith as Commissioner for Community Development as well as Commissioner for Social Welfare no comments would be sent out to GOVETTImeITO"

Hong Kong Social Welfare Service (RSC: 1/51).

The Committee considered that on the whole Government reply to Mr. Chinn's recommendations was satisfactory and they commended the considerable amount of social welfare work which was at present being undertaken.

The Committee noted that the Recommendation for a separate Social Welfare Department (Recommendation 1) had been rejected. It was considered that in effect the Secretariat for Chinese Affairs was a Social Telfare Department, cxccpt that it also undertook some political
